1 tsp ginger, grated
1/2 tsp salt
1/2 tsp black pepper
For the dough:
2 cups all-purpose flour
1/2 cup hot water (adjust as needed)
For frying:
2 tbsp vegetable oil
1/2 cup water (for steaming)
