Instructions:
- Preheat oven and prepare dish: Preheat your oven to 350°F (175°C). Grease a 9×13 inch baking dish.
- Brown the beef and onions: In a large skillet, brown the ground beef with the chopped onion over medium heat until the meat is no longer pink and the onion is tender.
- Drain and season: Drain any excess fat from the skillet. Stir in the garlic powder, salt, and pepper.
- Layer the casserole:
- Layer half of the chopped cabbage into the prepared baking dish.
- Spoon the browned ground beef and onion mixture evenly over the cabbage.
- Sprinkle the cooked rice over the beef mixture.
- Pour the diced tomatoes, along with their juice, over the rice.
- Add the remaining chopped cabbage on top.
- Add beef broth: Gently pour the beef broth over the entire dish.
- Bake covered: Cover the baking dish tightly with aluminum foil and bake in the preheated oven for 45 minutes.
- Add cheese and bake uncovered: Remove the aluminum foil and sprinkle the shredded cheddar cheese evenly over the top of the casserole. Bake uncovered for another 10-15 minutes, or until the cheese is melted, bubbly, and slightly golden brown.
- Cool slightly and serve: Let the casserole cool for a few minutes before serving.
