Instructions:

  1. Preheat oven and prepare dish: Preheat your oven to 350°F (175°C). Grease a 9×13 inch baking dish.
  2. Brown the beef and onions: In a large skillet, brown the ground beef with the chopped onion over medium heat until the meat is no longer pink and the onion is tender.
  3. Drain and season: Drain any excess fat from the skillet. Stir in the garlic powder, salt, and pepper.
  4. Layer the casserole:
    • Layer half of the chopped cabbage into the prepared baking dish.
    • Spoon the browned ground beef and onion mixture evenly over the cabbage.
    • Sprinkle the cooked rice over the beef mixture.
    • Pour the diced tomatoes, along with their juice, over the rice.
    • Add the remaining chopped cabbage on top.
  5. Add beef broth: Gently pour the beef broth over the entire dish.
  6. Bake covered: Cover the baking dish tightly with aluminum foil and bake in the preheated oven for 45 minutes.
  7. Add cheese and bake uncovered: Remove the aluminum foil and sprinkle the shredded cheddar cheese evenly over the top of the casserole. Bake uncovered for another 10-15 minutes, or until the cheese is melted, bubbly, and slightly golden brown.
  8. Cool slightly and serve: Let the casserole cool for a few minutes before serving.
