Instructions:
- Preheat the Oven:

- Add the minced garlic and sliced onion, sautéing until the onion turns translucent.
- Stir in the chopped carrot, green bell pepper, and red bell pepper. Cook for 5-7 minutes until the vegetables soften.
- Increase the heat to medium-high, add the minced meat, and break it apart with a spoon. Cook until browned and fully cooked.
- Season with black pepper, paprika, and tomato sauce. Stir well and simmer for 2 minutes, then remove from heat.
- Assemble the Casserole:
- In a baking dish, spread the blanched cauliflower as the base layer.
- Top with the meat and vegetable mixture, spreading it evenly.
- Sprinkle the grated cheddar and mozzarella cheese over the top.
- Bake:
- Place the casserole in the preheated oven and bake for 20-25 minutes, or until the cheese is melted, bubbly, and golden.
- Serve:
- Let it cool slightly before serving. Enjoy hot as a hearty main dish!
