Instructions:
- Brown the Beef: Heat olive oil in a large pot over medium-high heat. Add the ground beef, season with salt and pepper, and cook for 4-5 minutes, breaking it up with a spatula until browned.
- Sauté Aromatics: Add the diced onion and minced garlic to the pot. Cook for 2-3 minutes until fragrant.
- Add Remaining Ingredients: Stir in the chopped cabbage, sliced carrots, beef broth, tomato sauce, uncooked rice, bay leaf, and brown sugar. Season with additional salt and pepper to taste.
- Simmer: Bring the soup to a simmer and cook for 25 minutes, or until the rice is tender and the vegetables are cooked through.
- Finish & Serve: Remove and discard the bay leaf. Sprinkle with fresh parsley and serve hot.
